Contractual Partners / Wanda Esther Peña Tolentino

Wanda Esther Peña Tolentino is Partner-In-Charge of the Specialized Unit of Intellectual Property and Telecommunication Law of Gonzalez and Coiscou. Before joining the firm, Mrs. Peña was partner and manager of the firm Ramírez-Peña.

Mrs. Peña Tolentino is member of the Bar Association of the Dominican Republic (Colegio Dominicano de Abogados) since 1992, being her Alma Mater the influential Pontificia Universidad Católica Madre y Maestra where she completed a Masters Degree in Corporate Law and Economic Legislation in 1994.

Mrs. Peña began as a partner in the firm of Dr. Victor Villegas (currently known as Jorge Mera & Villegas). Later in 1997 she became Associate Attorney-In-Charge of the Intellectual Property Department at Messina & Messina (currently known as Biaggi & Messina).

In 2000 Mrs. Wanda Peña Tolentino enters the telecommunication regulating organization, Instituto Dominicano de las Telecomunicaciones (INDOTEL) as Junior Judicial Consultant where she acquired experience on subjects pertaining to telecommunications and specifically in interpreting General Telecommunications Law No.153-98; preparing, proof-reading and interpreting of norms that compliment dispositions of Law No.153-98; preparing, proof-reading and interpretation of resolutions in the application to Law No.153-98 and norms, preparation, proof-reading and interpretation of resolutions oriented to resolve conflicts within telecommunications; preparation, proof-reading and interpretation of the resolutions and administrative dispositions in the telecommunications area.

Mrs. Peña Tolentino was also in charge of the Secretaría de los Cuerpos Colegiados Del INDOTEL.

In 2005 she initiated her own firm under the name of Ramírez-Peña, where she was accountable for tasks relevant to her area of expertise as well as responsibilities to managing the firm.

Mrs. Peña Tolentino has had great experience in handling settlements, litigations and conflicts related to her area of expertise.

Likewise, she has been a corporate advisor to organizations and foreign law firms which have participated and have won tenders for studies and telecommunication projects such as the firm Apoyo Consultoría of Perú for participating in the contest “Estudio sobre Acceso de Banda Ancha en la República Dominicana” (Study About Broadband Access in the Dominican Republic) in 2006 and the firm Macro consulting from Argentina, winner to present the aforementioned study in the same year.

Due to her experience in the telecommunication sector, Mrs. Peña Tolentino has been pre-qualified for becoming an arbitrator for DR-Cafta under the Telecommunications chapter.
